This is a plan for a unique new kind of transit system -- an all weather,
elevated, enclosed skyway system for bikes, segways, scooters, electric
wheelchairs, and all non-internal-combustion "people rollers". Rooted in the
existing park and skyway systems of Minneapolis, the Sky bi would make it
possible for people living near downtown to reach a nexus of locations, such
that they could get by with one less car, or with no car. For this reason, the
system could be paid for with tax increment financing.
